I call them "Hourglasses". Hold a db (20-25lb) by the ends out front, arms bent of course, maybe half extension. Now rotate the db side to side, so it goes from lateral in front to perpendicular at the side, one hand supporting it, one over the top. The movement would be like turning an hourglass end on end. The move hits the upper chest, delts and biceps very effectively.

A steering wheel generally only rotates in one plane and I've seen people do that movement with single weight plate. That exercise is called a steering wheel. I believe the movement captkronos is describing is similar to rotating a sphere (or a dumbbell inside of an imaginary sphere) in several planes of motion. The shape of a dumbbell would work better than a weight plate for that.

Sounds like tai chi ruler exercises, done with a dumbbell instead of the wooden tai chi ruler.
