Cop was facing a clown. A decent boxer with a punch move slightly to the right and down a bit to avoid the cop's right hand, then with the cop's momentum committed, drop him with a right uppercut or a shot to the body. The cop dropped his left hand on the way in, leaving himself open. He was fast for a big guy, but the clown just stood there and watched it coming at him.

Isn't it always the clowns who do those things. A boxer or other martial artists would never get into this situation in the first place.

From my perspective as a karateka, that looked like a classic, textbook, real world application of karate. The cop doesn’t appear to drop his left hand as far as I can tell, but rather grabs the other guy’s lead left hand/arm, and pulls it down and away, destabilizing his opponent’s balance, distracting their focus, and creating a clear path for his strike. This would be known as “hikite” in karate (and something else in other styles, I’m sure): the non-striking hand grabs and pulls. In straight up kihon (basics) you see this whenever karateka draw their hand to their hip as the other hand punches or “blocks”. The movement is grabbing and destabilizing and has nothing to do with “generating rotational power” as many believe.
