Any knife you can carry in your pocket isn't big enough to seriously injure a dog, unless you are so lucky that you can stab it in the eye or in the throat, and lots of luck with that. The legal limit to a tactical folder in most states is 4". That's long enough to get to vital organs.

Extendable Bite Sticks are a good option. They act as a deterrent and a weapon. Most dogs stop when it is extended and waved back and forth. Of the small group who will continue their attack, most of these will stop after biting the stick. And if a dog continues after that point the stick can be used as a weapon. Of course, yelling "NO" at the dog while doing the above is a good idea.

I was running on a country lane earlier today. I see a woman and a big brown dog at about 200 meters distance. She sees me, stops and makes her dog sit down but she doesn't leash her dog. I don't think anything and run past her. Next thing I know, the dog is barking, I look over my shoulder and the dog is chasing me!!!! I stop running because I heard somewhere that dogs have a hunting instinct and will not stop chasing you as long as you run away from them. The dog stopped maybe 1 meter in front of me an ran back to his mistress. You would think the woman would at least apologize to me. Nope. Nothing. The dog ran back to her and she walked away. I was standing there with an adrenaline rush because seconds ago I was confronted with the situation of defending myself against a huge dog.. and she doesn't even feel the need to apologize. I didn't have no words in that situation otherwise I would have made a scene and asked her about her name and adress. You know what? Next time I go for a run I will carry a knife with me. Sounds crude? Well what else can I do? I was completely defenseless in that situation. I could've done fuck all vs that dog. He would've bitten my leg and brought me down. MAYBE I could've got him off me for a second but the damage would be already done and he would just go for another bite. At least I won't be compeltely defenseless if I have a knife with me and am confronted with a similar situation! Consider yourself lucky that you do not live in Russia

Expandable batons can be bought on Amazon for reasonable prices, and I usually carry one while out walking, you never know what you'll encounter and it's best to be prepared

The only great thing about winter is I can carry my brolly, which is great for fending off dogs, A poke in their general direction is usually enough. Fortunately I have never been bitten - most of the dogs that I encounter stay close to their owners.
