I used to train my neck a lot and my neck also used to hurt a lot. Then I stopped training my neck and it stopped hurting. My neck was strong too. I used to challenge people to try to strangle me, as well as challenge people to punch me in my midsection. Smart huh?
If u really want to train yr neck I think Dave Reslo's advice is good: "... it's made of mostly small muscles so that means you want relatively light tension either through high reps or slow reps / long isos." I once hurt my neck real bad doing heavy neck weight exercise with too much extension.
My sports med doctor (physiatrist) friend asked me what I think is the most common injury he sees people for. Lower back?, sez I. Nope, necks.

I always feared what JeP and Matt Furey advocated in the neck bridge.....bridging to the point where one is on the nose and forehead. It looks painful and like you can snap a vertebra any second with one wrong move. Has anyone tried it. In my youth I did neck bridges, and with weight, but not in that extreme spot. And at this age, I fear the worst.

And at this age, I fear the worst. I wound up getting to a 3 minute'ish full bridge as described by Furey (no hands, nose to mat, count to 200) -- did it one time, and immediately afterwards, felt a twinge of some sort shooting down both arms, like they were going to sleep. Haven't done the move since.

I know I've mentioned this a few times but I used to a do a "head only stand" against a wall and worked up to a few minutes and it made me shorter.

One day I realized how stupid it was and that it was not worth the risk. Hence, why I've done mostly self resistance with light to medium resistance for years.
