A great percentage of The People want to be led by the nose, they crave it, by a "leader" who will deliver them from all sorts of imagined evil, and "save America" or whatever the country is they are standing on. 

Their emotional need to adore some kind of a figurehead compels them to rallies and "conferences" where they can clap and cheer to all sorts of inane utterings that on reflection mean nothing when they get back home and calm down, and reflect on what was actually said by their latest "saviour". 

Doesn't matter whether it's Obama, Clint, Bush, Trump, Biden-his-time, etc.  The game is always the same, the scenery and names are changed to protect the Guilty in the background who wield the Big Stick, who manipulate events then pipeline an Official Story that calls The People to war through the media,  or the latest PTB "elected" Mouthpiece that provides a solution to a problem the PTB created in the first place.

And like they always do, The Great Percentage respond under the banner of Patriotism,  or Fighting Terrorism and sign up for bang-bangs and shooting people they don't know, but who the PTB through the military robots have designated "The Enemy".   Meanwhile back home a highly qualified engineer or skilled worker with tons of experience and what was supposed to be a lifelong vocation suddenly finds a redundancy notice on his desk when he returns from lunch, his job gone to some nameless person in India or China. 

It's pathetic.    

The sooner The People wake up to that, unify themselves instead of continuous name-calling and partisan division, the sooner things will start to change for the better.  It's not happening now, and it never will until Everybody wakes up out of their stupor and focuses on the plain fact that their real everyday enemies are from their own countries.

I'm not sure about the 15%.  That's too small a number to stop the MSM from demonizing them to the remaining 85%, a small percentage of whom HAVE woken up and are starting to back up the 15%, perhaps.   
You've still got the majority who believe everything the govt tells them (through the media, Left or Right) because they want to believe, not because they actually know what's going on.  The day they stop fighting about "Dems" and the "GOP" etc, then we may see a large shift towards Whole Consciousness,  The People's voice in near-majority unison, not fuckin' around squabbling about Dem git or "far right" gun-happy militant. 

The Talking Voices that pose as elected responsible governors whose election costs were paid for by the PTB will hopefully fall on critical ears, nobody interested anymore just sucking in the twaddle without utmost scrutiny of their backgrounds and financial "connections". 

That's only my opinion of course,  and my hope.  You may have some plan that would work, otherwise.

Speak for yourself! Of course its that way. It's just one guy that fills a presidential slot not an executive council like Switzerland & policies are not decided or guided by referendum either. Leadership has the same guiding principle that even stockholders make of a CEO of a corporation. If he can't or won't perform, they throw or cancel him out. Unfortunately, voters have to wait 4 years to vote a president out of office. At least, they used to until election integrity took a back seat.
