It is generally assumed that if we reach the plateau, feel slow progress, and/or not as strong as we normally are it may be time for deloading. Every 6-8 weeks is a good guess, but everyone is different. This can be done by stopping workouts for 4-6 days. Deloading will keep the central nervous system happy, and it will help us to reach the long term progress in strength and muscle gaining.
I've only recently realized the efficiency of the long term deloading after my trip to West Europe in this October. I did not train this period, and when I started again I quickly added biceps/triceps size by ~1". Before, I could not do it despite my efforts. Probably, I was over-trained. So, we should not forget this simple and effective method of bodybuilding, if we want to gain some strength and muscles.

I've experienced this also. I don't know about the ~1" size increase, since I've paid very little to no attention to body measurements, but I've definitely noticed a surge of renewed vigor when I resume strength exercise after a short layoff.
The exercises I continue to do during those times are stretching, arm swinging, walking and twisting type things.
